UC Santa Cruz’s growth will have a more opposition from the Santa Cruz City Council after voters passed Measure S. The measure gives the council authority to implement city policies intended to oversee the university’s future growth plans. The city has no direct authority to regulate the university but the measure would have the council and citizens weigh in.
