(19:44)SOLEDAD- The City of Soledad has filed a claim against the California Department of Corrections and Rehabilitation. The city is suing over an emergency repair upgrade to its wastewater plant. Officials say that overcrowding at the prison over taxed the system and that the CDCR agreed to pay part of the 3.4 million dollar cost. The city filed the 1.1 million dollar claim on Tuesday.
