Santa Cruz County is planning to end its proposition-36-supported drug treatment program next month. The program prevents small-time drug offenders from being sent to jail, until they are offered rehabilitation. Prop.-36 was approved by California voters in 2000. However declining state funding is leaving county leaders searching for a new way to deal with minor drug offenses. The prop-36 treatment program is scheduled to be phased out by March 1st.
