A Santa Cruz man was among 38 state employees who were honored this week with the Governor’s State Employee Medal of Valor. Jefferey Scott Sipes, who works for California State Parks, was awarded yesterday with a gold award for his efforts on June 28th of 2009 when he rescued and provided emergency medical treatment to a person who underwent a serious electrical shock.
