Salinas police have arrested a convicted sex offender on murder charges. 51 year old Richard Eugene Simmons was taken into custody in San Francisco and transported back to Salinas to face murder charges in connection with the death of 30 year old Shantel Llamas, who’s body was discovered in a Kern Street motel on October 12th. Investigators learned Simmons was the last one to see Llamas alive, when the cause of death was determined to be asphyxiation an arrest warrant was issued. Simmons is expected to be formally charged today (Mon).
