(10:45) Monterey County – The Carmel Highlands Fire Department responded to a report yesterday afternoon of two people and a dog who were stranded at the bottom of a cliff near Garrapata State Park between Carmel Highlands and Palo Colorado. At approximately 1:15 p.m. rescue crews were able to help navigate the victims up to safety and carry the dog back up to highway 1.
