(16:11) SANTA CRUZ- Over 175 uniformed officers patrolled an estimated 18 to 20,000 people in downtown Santa Cruz on Halloween. The Santa Cruz Police Department reports 27 arrests were made, 20 of them for public intoxication. 73 citations were issued, 40 of them triple fine enhanced, including 33 for open container. Although citations increased from 2014, arrests were down with no significant incidences of violence. The department handled 423 calls for service in the 24 hour period ending at 8 a.m. November 1st.
