(19:24) SANTA CRUZ- A Santa Cruz Beach has been ranked the dirtiest in California. According to a report issued by Heal The Bay the water off of Cowell Beach is the most polluted in the state. The popular surf spot has been named the number one worst for pollution for the past three years in a row. The city has been taking action to get the beach off of the list. Most recently stainless steel netting was installed at the wharf to discourage nesting birds, whose droppings are responsible for elevated bacteria levels detected at the beach.
