(17:52) CARMEL- The Monterey County Resource Management Agency performed a preemptive breach of the Carmel River Lagoon on Saturday. The breach was carried out in anticipation of expected rainfall later in the week. The maneuver is part of the agency’s strategy to prevent flooding to nearby low laying areas and homes.
