SALINAS – A new law goes into effect in Salinas tomorrow that makes it illegal for people camp outside in Salinas…in either public or private areas. The “toilet and shower facility” on Soledad Street is supposed to open to the homeless on Monday, but it doesn’t look as though the Warming Shelter, located at 215 Lincoln Avenue, will be open until November 1st. Because of the city’s “clean-up” of homeless encampments, and the new rules, homeless people have been moving their encampments around to different parts of the city.
