(07:57) CAPITOLA – Soquel Creek Water District officials have appointed a new general manager. Ron Duncan has been working in the position on an interim basis since April. The district’s board of directors voted to promote Duncan during their last meeting. He has been working for the district for 13 years, serving positions in both conservation and customer service.
