(16:25) CAPITOLA- Capitola police closed the Highway 1 exit and entrance ramps at 41st Avenue yesterday morning (Thurs) due to a distraught woman on the overpass. Shortly after 10 a.m. text alerts were sent out advising motorists to avoid the area, while county mental health professionals were able to talk the woman to safety. The roadways were restored to normal operation within an hour.
