A woman, who was found dead in Vacaville 28 years ago, has been identified as Cynthia Merkley, aka Cynthia Bilardi….who used to live in Santa Cruz and Santa Rosa. Her body was found April 12th of 1991, when contractors were grading the open field off Nut Tree Road and Burton Drive, where the Vacaville Premium Outlets were later built. Local authorities, as well as those in Vacaville, are encouraging people who knew “Cynthia” to provide more information about why she might have been in Vacaville, or what was going on in her life, back in the Winter and Spring of 1991.
