(14:26) A groundbreaking ceremony for the Twin Lakes Beachfront Improvement Project is being held on Thursday. The event will feature Santa Cruz city and county officials introducing the project which will realign East Cliff Drive between 5th Avenue and 7th Avenue to improve traffic flow, add bike, pedestrian and disability access. The event starts at 11 a.m. at the Harbor Plaza near 5th and East Cliff Drive.
