The City of Salinas is considering enforcing stricter laws against graffiti vandals. The City Council yesterday took the first step in strengthening it’s existing ordinance against graffiti by directing city staff to outline an upgraded law, along with looking into more education and enforcement. Council members say parents whose children who are caught vandalizing property with graffiti, could be made liable and forced to face costly fines, which would penalize violators up to $1,500 if caught and cited.
