an interim city manager for salinas has been named by the city council. longtime director of parks and recreation jim pia has been named interim city manager, following the departure of outgoing city manager artie fields. a permanent replacement for fields is being sought by a city council subcommittee. the salinas city council is set to meet again at 4 p.m. tuesday.
