Scotts Valley police say a man refused to stop when pulled over Saturday, beginning a chase on Highways 17 and 1 before the suspect car crashed in Capitola,
Scotts Valley police say the chase started on Mt. Herman Road. The pursuit was called off for safety reasons when the driver exited the freeway. A Scotts Valley officer later found the car had been involved in an accident at Bay Avenue and Hill Street in Capitola.
Officers then became involved in foot chase before arresting 37-year-old Loc To
To, his passenger and the occupant of the other car were taken to local hospitals for treatment of injuries. To was arrested on several felony charges and booked into the Santa Cruz County Jail.
