Last month a federal judge said he has tentatively concluded that un-insulated power conductors lie at the heart of the wildfire crisis that has plunged pg&e into bankruptcy.
Judge alsup made his tentative conclusion in an effort to force pg and e to overhaul its aging equipment and an extensive tree trimming program in rural areas.
