(15:47) SALINAS- Salinas Chief of Police, Kelly McMillin retired Friday on his 53rd birthday. A retirement ceremony was held at the City Council Chambers for the out going chief, who will be replaced by Greenfield Chief Adele Frese in the middle of the month.
