 A commissioner from the California Public Utilities Commission reversed a plan to tax texts.   The decision comes after the F-C-C ruled texts are an ‘information service” and not a “telecommunications service.”   The proposed tax was intended to support programs that provide phone service to the poor.  The wireless industry estimated the proposed text tax would cost consumers over $44-million a year.
