New packaging rules go into effect tomorrow in the city of Santa Cruz. That means that food service businesses will have to switch to biodegradable, compostable, or recyclable to-go-food containers, beverage lids, straws, stir-sticks and cutlery…..and those same companies have been encouraged to charge their customers for those items IF they do not bring their own.
