Monterey County education officials have rejected a petition to establish a charter school in the Salinas City Elementary School District. The district denied Gilroy-based Navigator Schools’ initial application in October. The county’s Board of Education upheld the decision Wednesday and reviewed Navigator’s compliance with the California Education Code. The board voted unanimously to deny the application.
