The new 90-unit Moon Gate Plaza Development in Salinas’s Chinatown is being hailed by some as a wonderful, extremely low income, apartment complex, and by others as a frustration. More than half the units are rent-subsidized, which in some cases means that some people with zero income will be eligible to move in….however, they still need to meet Federal Requirements Of Eligibility. Some of the homeless folks in the area (who thought they’d be able to move in) don’t meet the requirements, and they say they knew nothing about them, so they are frustrated.
The complex includes community rooms, an art gallery and a parking garage. The ground floor will house medical services and other non-profit groups.
