(06:44) CAPITOLA – Capitola police cited two people and arrested another during a minor decoy and shoulder tap operation on Thursday. Between the hours of 4 and 10 p.m., officers sent minors into various businesses to attempt to purchase alcohol. During the decoy operation, a clerk at the Chevron gas station on Bay Avenue and a server at Capitola Diner were issued misdemeanor citations for selling alcohol to a minor. During the shoulder tap operation, a man purchased alcohol for two decoys on 41st Avenue before driving away. The man was pulled over shortly after and arrested for DUI and furnishing alcohol to a minor. He was booked into Santa Cruz County Jail. (S.G.)
