(17:06) SCOTTS VALLEY- Scotts Valley police arrested a suspected motorcycle thief earlier this week. Authorities say that on Tuesday, a patrol unit on Scotts Valley Drive observed a motorcyclist travelling at a high rate of speed while doing a wheelie. Officers pulled over Kyle Baxter and determined he did not possess a driver’s license and that the motorcycle was stolen. Baxter was booked into county jail and the motorcycle was returned to its registered owner.
