(17:55) SACRAMENTO- Governor Brown released his proposed budget yesterday (Thursday). The proposed 2016 fiscal budget is projected to be 122.6 billion dollars. The plan includes raising road repair funds with a 65 dollar fee for hybrid and electric vehicles. It also designates nearly 25 million dollars to develop licensing plans and restrictions for the medical marijuana industry. A flat tuition college and university rate is also part of the proposal.
