(06:58) SANTA CRUZ COUNTY – Caltrans officials have lowered the speed limit on a section of southbound Highway 17 due to safety concerns. In an effort to prevent collisions, the speed limit from just north of Vine Hill Road to Scotts Valley Drive has changed from 65 mph to 55 mph. The change was requested by 5th district County Supervisor Bruce McPherson and the Scotts Valley Public Works Department. (S.G.)
