Santa Cruz’s Homeless Advisory Panel met this week. Mostly they are recommending that city leaders follow an “outreach first” model, instead of criminalizing homelessness. Along with that, members of the Community Advisory Committee also want the city to develop “safe-sleeping” sites around town, and expand the city’s indoor shelter capacity.
