The owner of a dog, found with a carabiner clipped through its skin, is being sought. The 1 year-old male husky mix was reportedly found in a culvert on Armstrong Road in the Salinas area. Anyone with information on this case is encouraged to contact the Monterey County Sheriff’s Office.
