(14:35) CAPITOLA- The Soquel Creek Water District has levied a $1000 fine against a Morgan Hill contractor. The fine was issued after the water district received a tip from a Capitola resident on Wednesday. The resident had photographed a water truck filling up from a neighborhood fire hydrant. Officials then contacted the truck driver at the hydrant refilling for the second time. The district has contacted the contractor in the past, who claimed to be bringing water from Morgan Hill. District officials have alson sent the company an invoice for two truck loads of water. Criminal proceedings are possible in the future.
