The State Public Utilities Commission – Office of Ratepayer Advocates has filed a protest against a bid by California American Water to add the cost of the Monterey pipeline to the water bills of Monterey Peninsula water customers. The State P.U.C. says that customers shouldn’t have to pay for a system that is not fully operational yet.
