A 19 year-old man has been arrested in connection with last night’s hit-and-run accident in which a woman suffered broken bones and a dislocated shoulder. Martin Frances Capulong (who said he fled because he was scared) was booked into Monterey County Jail. His 30 year-old victim was listed in stable condition.
