(07:15) Scotts Valley – Two people were arrested yesterday (Monday) after being caught in a stolen vehicle. 22-year-old Robert Foley and 35-year-old Julia Jacobs were driving in Scotts valley around 11:45 on Mount Hermon Road when an officer spotted the stolen vehicle. The driver turned into the Kings Village Shopping Center. The driver and passenger exited the car and tried to walk away as the officer approached. Narcotics and drug paraphernalia were confiscated. Foley and Jacobs were taken into custody.
