(07:29) CAPITOLA – A Santa Cruz County Civil Grand Jury has released a report criticizing the Capitola Police Department for a lack of transparency regarding its complaint procedures. The report released Thursday commends the agency for how it handles formal complaints, but asserts that the department fails to sufficiently document the complaints, both internal and external. The jury has recommended that the agency improve its transparency by posting its complaint statistics online. The jury was prompted to conduct the investigation due to issues regarding internal police procedures nationwide. (S.G.)
