(10:36) SANTA CRUZ- Santa Cruz and Capitola are ranked among the highest property crime rate areas in the state. FBI statistics show that both cities have reported numbers of property crimes that rank them in the top 25 per capita in cities with populations of under 100,000. Officials for both cities cite the large numbers of visitors to area beaches as a major factor. In Capitola the bulk of property crime comes from shoplifting reports at the Capitola Mall. Authorities also say that prop 47, which prevents police from arresting people for lesser drug related offenses is related to the higher crime rate.
