Scruggs turns self in – 07/14/14A 11:42 S.S.

A 52 year-old man turned himself in to authorities after he saw himself on a website (in the manhunt list) last night. Steven Scruggs reportedly went to Salinas Police officers. He is likely to face both burglary and forgery charges.
